- "Medium": Strategic Proposal for a Gauteng Programme: Investment in Skills Development and Employment Generation through the Delivery of Public Works”, 28 February 2008. First year R110 million, fifth year R411 million, total over 5 years R1.5 billion, total people trained and employed: 24000.
